Drawers are the single biggest cost driver in a closet — each one is a box, a pair of slides and a front to align. Everything else, including doubling the hanging capacity, is comparatively cheap. Which is convenient, because double-hanging is also the change that adds the most usable storage.

A shelf is one piece of panel on four pins. A drawer is a five-sided box, a pair of slides, a front, and the labour to align that front perfectly with its neighbours. A five-drawer bank is effectively five small cabinets.
Is a whole-home closet package cheaper per closet?
Yes, usually. Material ordering, setup and installation mobilisation are largely fixed, so doing four closets in one visit costs less than four separate visits. If several closets need work, it is worth quoting them together even if you phase payment.
